Fire risk assessment and mitigation for the installation of transmission cables in vehicular tunnel

A qualitative fire risk assessment methodology has been presented in this paper to compare if the installation of transmission cables in a vehicular tunnel will impose additional fire hazards to the tunnel and users. Literature review of similar project examples world wide have been conducted with the studies on historical accidents and operational failure records to estimate the various risk scenarios and levels. In order to indentify the fire hazards due to transmission cables, industrial practices such as the information on cable design and properties, cable and joint arrangements, installation, operation and management, maintenance plan, etc. have been reviewed. A comprehensive fire hazard and risk matrix has been established to demonstrate the risk assessment methodology. With the proposed mitigation measures, it has been shown that the addition of transmission cables will not increase the fire risk level of the vehicular tunnel.
