In the article the essence, structure, formation conditions of culture has been investigated. The types of culture have been analyzed in accordance with development stages of civilization and different spheres. Various approaches on information culture that is the part of common culture of human have been analyzed. The formation issues of personal information culture in accordance with the requirements of information society, that is a new development stage of society, have been analyzed. The features of human behavior in the virtual environment have been examined. The role of education, profession and activity peculiarities on the formation of personal information culture has been investigated. The common and specific components in the content of information culture have been structured by differentiating.
