In order to stress the development of a low- carbon economy, the situation in the European Cities concerning the transformation of the entire energy system is challenging. Therefor a powerful tool with broad participation process has to be set up, to define the "ideal city" development. The definition of a vision, building up of a set of indicators, drawing of a roadmap, specification of the main actors and the inclusion of the main trends and bariers for urban planning are to tackled. Main indicators are prepared for a city- development up to the year 2050 for social, economic and ecological sustainability. The representation through the indicator matrix will be visualized with a spider map representing the pillars of sustainability for the 7+1 main indicators of the weighted environmental parameters. Outcome will be the representation of the current situation and the targeting of the most urgent measures to improve the the quality of life in urban agglomerations.
