TEEP AND LESSONS LEARNED FROM UK APPROACH TO EU COMPLIANCE

The establishment of the 2008 Waste Framework Directive, Article 11, introduced the concept of Member States promoting high quality recycling and separate collections of waste where Technically, Environmentally and Economically Practicable otherwise known as TEEP. However, the definitions of scenarios considered to be TEEP were not defined and led to a legal challenge to UK interpretation, leading to a revised version of the Directive in 2012, stating that separate collection must be implemented provided that it improves recovery and quality of recovered materials and is TEEP. This paper summarises the approach taken in the UK, the difficulties and best practice that is being developed, and the results of some recent experiences.
