There is increasing focus on the role that public transport agencies can play in promoting lower greenhouse gas (GHG) emissions and lower energy consumption by delivering mode shift from private cars to public transport. In parallel, the capacity of urban form to influence mode choice has also been the subject of much debate. A Victorian Department of Transport study has examined the relationship between urban form and transport-related energy and greenhouse emissions in Melbourne (a fast-growing, low-density city of around four million inhabitants). The study sought (1) to understand, via modelling, the spatial correlations between urban form and transport energy/emissions in Melbourne, and (2) to examine various urban form and public transport investment scenarios for future development (to 2031) to determine which might show the best transport GHG emissions outcomes for the city. The modelling provided results for 2253 separate zones in Melbourne. When analyzing the impact of land use proposals, in conjunction with transport proposals, small area analysis proved to be particularly useful as they revealed variations between sub-regions.
