Cordon tolls were implemented in Oslo in 1990, at first primarily to finance investments in trunk roads to reduce congestion and environmental problems in the inner city In 2001 the scheme was supplemented by an Oslo Package 2 with increased prices and revenue dedicated for public transport The road tolling was due to end in 2007, but many important transport projects would still not be financed by that time. Furthermore projections indicated 30 per cent traffic growth from 2001 to 2025. Parts of the trunk road system (mainly some tunnels) were expected to have traffic above their capacity by 2015. An Oslo Package 3 which means increased prices for motorists driving towards the inner city, was adopted in parliament in March 2008. About 50 per cent of the economic resources are to be used for public transport. An innovation compared to prior urban road tolling is that 25 per cent of the revenue will finance public transport operation.
