The Endangered Species Act (ESA)1 is the United States' strongest biodiversity law. It can significantly affect almost any federal action, including permits, authorizations, or approvals, that may affect listed threatened or endangered species or their habitat. Likewise, private landowner activities are being scrutinized at the federal, state, and local level by government agencies seeking to conserve threatened and endangered species and their habitats.
