City Center North Village is a 68 acre multi use development in central Lenexa, Kansas. The site drains to a multi purpose lake approximately 1/2 mile away. Concerns over lake protection brought stormwater and erosion and sediment control to the forefront during the plan review process. Unfortunately, relocation of an existing sewer line, extensive cut and fill activities, and shallow bedrock delayed the installation of temporary sediment ponds, the site's primary sediment control BMPs. During the early phases of the project, the contractors relied solely on perimeter mulch berms, silt fences, and three rock checks to keep sediment onsite. An early spring rain event of approximately 3 inches caused perimeter controls to fail and the downstream lake was impacted. After the BMPs failed, communication became critical. Meetings were held onsite with all affected parties including City staff, county parks and recreation staff, contractors, and the developer. Subsequent damage control included installation of additional rock checks, re-facing of existing rock checks, and installation of additional silt fence and wattles throughout the site. Due to the significant amount of clay soils on the site, flocculants were also installed on an existing sediment pond. A compliance order was written to expedite the installation of BMPs, including all planned sediment ponds. During remedial activities, coordination between all stakeholders was initiated. County parks and recreation staff were consulted and updated weekly as the contractor implemented BMPs to protect the downstream lake. The City also installed several rock checks downstream on City property to help trap sediment above the lake. Regular communication and coordination between the City, contractor, and county established a "team" effort and further regulatory action against the developer was avoided. The contractor was also invited to a City sponsored workshop to learn more about SWPPPs, regulations, and effective BMPs. Through cooperative efforts with the involved stakeholders, the site was brought into compliance and future rain events did not impact the lake. The contractor continues to update the SWPPP and provide effective BMPs throughout the site.
