This paper describes the behavior model of an intelligent tutoring system, tIBIS, which teaches students design tasks by allowing them to participate in a design dialogue with multiple tutoring agents. Through a semi-structured design dialogue, these agents are able to assist students in exploring an ill-defined design task that allows the student or a tutoring agent to make one or more rhetorical moves in the ongoing dialogue. The tutoring agents are capable of providing the student with feedback concerning the design dialogue. The ability of the tutoring agents to play multiple roles in the dialogue provides a novel approach for handling situations in which a student attempts to "game the system".
