A MODERN GOAL-ORIENTED RISK-BASED CONCEPT FOR THE SAFETY ASSESSMENT OF THE HANDLING OF AMMUNITION, EXPLOSIVES, PYROTECHNICS AND PROPELLANTS

The main characteristics of a modern goal-orientated quantitative risk-based safety assessment concept are introduced and its potential is illustrated. According to this concept the state of the hazards of the case in question are described quantitatively by individual and collective risks which will be evaluated applying quantitative safety criteria. This allows to realise safe and, at the same time, economic solutions. This concept was developed for the military handling of ammunition and explosives in Switzerland and has successfully been applied for 35 years; it has also been used for the handling of civilian explosives, pyrotechnics and propellants in cases the regulation (such as the explosives law, the major hazard regulation and the operational safety directives) required risk analyses.
