Ship-source oil spill accidents always cause troubles to coastal States both in terms of economic losses and environmental degradation. Because of the peculiar characteristics of oil spill and coastal State jurisdiction, it is necessary for coastal States to conduct risk management process to reduce risk of oil spill in an effective and economic way. Formal Safety Assessment (FSA), the methodology provided by International Maritime Organization (IMO), can be applied by coastal States as the framework of oil spill risk management. The principles of risk control measures (RCMs) are emphatically discussed in this thesis in order to assist coastal States to carry out RCMs by taking advantages of present regime of international law and recently developed management theory.
