Due to the risk involved in some facilities that process hazardous goods, it is mandatory to have a strong management system that includes Health Safety and Environment (HSE) aspects implemented and certified. This is required by shareholders and also by international legislations such as the Directive Seveso II in Europe. Strong evidence in the accident investigation in hazardous process industries shows that 67% of the notified accidents were caused by management failures in HSE. The HSE management has influence in consequence mitigation actions in Quantitative Risk Assessment (QRA), but the risk calculation ist not taken into account. This paper presents a methodology based on audit programs from OHSAS18001. A model was established to link the correlation between the weight of each of the 16 audited elements and the implementation degree of each element checked in the audit program. The result is transformed into a modification factor to be applied to the failure rate used in the QRA. The impact of this updating in QRA for industrial process plants is showed in a case study.
