Implementing a Mission-Focused Environmental Management System Within the Defense Distribution Center

The Defense Distribution Center (DDC) a component of the Defense Logistics Agency (DLA) within the United States Department of Defense (DoD), will meet the goals of Executive Order (EO) 13148 by implementing a world-wide Mission-focused Environmental Management System (EMS) by December 2005. The DDC’s Mission is: “To Distribute, Store, and Manage Material and Information Enabling a Seamless, Tailored Worldwide DoD Distribution Network that provides Effective and Efficient Support to the Combatant Commands, Military Services and Other Agencies … In Theater and out … During War and in Peace.” To deliver this Mission the DDC operates 20 domestic and 6 international depots. Based upon DoD and DLA guidelines the DDC adopted the framework established by the International Standard for Environmental Management Systems – ISO 14001, 1996. Specifically the DDC: ? Performed a GAP Analysis against ISO14001, ? Developed a Strategic Implementation Plan, and ? Initiated EMS Implementation including the formation of and EMS Implementation Team to oversee the implementation. Because the focus of the EMS is solely on mission, the environmental aspects and impacts as well as the objectives and targets are based upon Mission activities with the initial goals of the EMS focused on Mission containment through mission enhancement. The DDC has established a list of DDC-wide aspects and impacts that result in a common set of objectives and targets that ultimately result in performance metrics that each depot will contribute to and measure improvement against. Additionally, the DDC intends to incorporate these performance metrics into the overall management and operation of the mission using data that is already tracked and reported as the baseline for continuous improvement. Organizationally, DDC envisions managing the EMS through a web enabled information management system, providing each depot with the most current EMS information.
