PROBLEM TO BE SOLVED: To provide a physical distribution base management device, a physical distribution base management system, a physical distribution base management method and a program, capable of suppressing congestion at a physical distribution base.SOLUTION: A physical distribution base management device 2 includes a congestion determination part 21, and a congestion notification part 22. The congestion determination part 21 determines a degree of congestion in terms of the number of transportation vehicles staying in the physical distribution base. The congestion notification part 22, in a case where a congestion state is determined by the congestion determination part 21, notifies a transportation vehicle which is present outside the physical distribution base and is scheduled to stay at the physical distribution base of the congestion state.SELECTED DRAWING: Figure 1
