This paper presents a new framework on the development of an integrated information portal (IIP). The IIP serves as an on-line platform with the capabilities to support discovery of open location information and images from various on-line sources; visualization of the information in a unique 2D and 3D mode, access of large live sensor data and imagery, and location based analysis of integrated multiple source information. The presentation will address the overall system architecture of the IIP being developed and will focus on its technological breakthroughs and the capabilities offered to the nuclear safeguards communities. Geospatial information technology is recognized as one of the three most important emerging technologies along with nano-technology and bio-technology (Nature Magazine, January 2004). Location information is of essential for any intelligent analysis and surveillance of remote sites. IAEA and member states now routinely use geospatial tools for a variety of applications. Use of commercial satellite images has also driven the wide adoption of the geospatial tools for image-based information extraction, 3D site mapping and analysis. With the increasing use of location data and images to support intelligent analysis, the challenges faced by the user community are issues relating to (1) the location data discovery (maps or images) and access, (2) streamlined workflow process to data management and archiving and (3) automated information extraction and analysis. This work is a joint effort between the Canadian Safeguards Support Program (CSSP) of the Canadian Nuclear Safety Commission, GeoTango International Inc., and York University.
