After MACT modifications were made, a liquid waste incinerator underwent a Comprehensive Performance Test (CPT), including risk assessment parameters. The testing was successful except that design problems with a new Wet Electrostatic Precipitator (WESP) held ash feed rates well below the design basis for the system. The facility proceeded to make electrode modifications to the WESP, with the intent of performing a simple PM test at higher ash content, to demonstrate higher ash feed capability. The permit writers questioned this approach, which is well defined within the MACT standard but not definitively substantiated in the literature. To expedite approval of a higher ash limit, the facility simply chose to repeat the CPT/Risk testing at the higher ash rates, at considerable cost. This paper will compare results of both tests, in essence providing the definitive data indicating that ash content has little impact on DRE and other performance measures of the incinerator. In addition, observations on other risk "drivers" in the testing matrix (especially particle size distribution), will be made.
