Data management is one of the key problems in video surveillance application, especially in distributed system, in which data is mainly stored in local disk by embedded terminal, while remote center acquires data by request. In this paper, we propose a new disk file system designed for motion JPEG2000 video data storing. This design organizes video data in a time based fine-structured way, providing a fast, accurate and flexible video sequence accessing at any start time, any frame rate on user's demand. Also, a novel disk space management algorithm is discussed which is proved to have time, space and computing efficiency. Based on this algorithm, a simple but smart strategy called "dissolve along" is proposed to solve disk fragment problem. Test shows that these designs are well fitted to the distributed video surveillance on embedded terminal platform.
