Technology can be broadly categorized as military technology and as civilian technology, but civil engineering is engineering that handles the infrastructure that is part of civilian technology, and is an academic field that has contributed to building civilization. It can be correctly stated that past civil engineering has formed the roots and trunk of civilization by constructing and managing road networks, expressways, river levees, dams, coastal seawalls, and other ground level infrastructure on the national land that includes dry land, rivers, and the ocean. But the Stratospheric Platform is an effort to construct a beachhead in the new national land called the sky that is a sphere where humans have not set foot; so-called "infrastructure floating in the sky." From the standpoint of futuristic civil engineering, the Stratospheric Platform should be considered based on an expanded awareness and positioned as "new infrastructure created on the new continent called the sky," or in brief, as "Sky Infrastructure:Sky Infra." Viewing it this way permits us to more clearly create a vision of a new world of interaction between sky infrastructure far above and existing ground level infrastructure, and of national land use from a new perspective. This report is a personal view of how SPF is expected to effect one of these human activities, specifically land use, based on the above awareness, as a civil engineer.
