Understanding the nature of TCP behavior is critical in order to properly engineer, operate, and evaluate the performance of Internet, as well as to properly design and implement future networks. In this paper, we propose a complete and more accurate TCP performance prediction model in terms of packet loss rate, round-trip time, and maximum congestion window size. We show that under a wide range of packet loss rates, our model is up to 75% more accurate than the model proposed in.
