In late 2003, the New River Valley Plant for Volvo Trucks North America was prompted by the regional publicly owned treatment works (POTW) to evaluate the discharge of cationic surfactants and molybdenum as pass-through or interference effluents due to operational issues at the regional POTW. Since the NRV plant is the largest manufacturing facility and largest employer in the New River Valley of Virginia, local issues with the operation of the regional POTW frequently prompts discussions with NRV plant management regarding interferences, though current industrial discharge permit limits are regularly maintained and reported on a monthly basis.A Regulatory Driver The impact at the POTW for the surfactant issues was the development or generation of excessive foaming in the biological reactors, secondary treatment process, anaerobic digesters and final effluent.
