In 1999 the United States EPA issued the Regional Haze Rules to 1) establish current visual air quality conditions, 2) identify sources of man-made visibility impairment, and 3) document long-term spatial and temporal trends to track progress towards the long-term goal of no man-made visibility impairment of protected environments. The EPA monitors protected environments through the IMPROVE network and is on the verge of implementing these rules. Data from 2000-2004 will be used to calculate the baseline visual air quality, which then defines how much improvement must occur to meet the goal of no man-made visibility impairment in 50-60 years.
