ASSESSMENT OF NATURAL GAS INTERCONNECTION BETWEEN COLOMBIA AND VENEZUELA

The purpose of this work is evaluating the possibility of a natural gas interconnection between Colombia and Venezuela,considering the following aspects:natural gas balance,natural gas prices and netback by economic activity sector,physical interconnection options(related to construction of infrastructure),transportation fees and project financing evaluation.The determination of natural gas balance was performed consolidating the available information about current and projected offer and demand for a 20 years period.Four temporary scenarios were built(every 5 years)for the gas balance analysis,and the gas prices and netback were analyzed for these scenarios too.From the infrastructure point of view,the most feasible geographical points and the most relevant technical characteristics for the interconnection were studied,analyzing the existing networks and development plans.As result of the analysis,several recommendations were issued for the system expansion,in order to develop domestic gas markets and exporting surplus to the frontier countries.In this way,the schedule of investment requirements for project execution was obtained,in terms of the proposed scenarios.In addition to the required investment,costs of operation,administration and maintenance should be reflected in adequate transportation fees,which were determined by means of the project finance evaluation and the application of the appropriated financial models.
