This address was delivered by the Director of the EPA Emission Standards Division (ESD).The ESD is responsible for establishing emission standards under Section 112 of the Clean Air Act and managing federal programs for nationwide control of hazardous and criteria pollutant emissions from stationary sources.The ESD is part of the EPA Office of Air Quality Planning and Standards.
