Using a Simulation Model HERCM in the Evaluation of Human Effects Effectiveness and Risk Characterization for Non-Lethal Weapons

Non-Lethal Weapons (NLWs) are important assets in nontraditional military operations, such as peacekeeping missions. DoD directives call for these weapons to achieve an appropriate balance between the competing goals of having a low probability of causing death, permanent injury, and collateral materiel damage, and a high probability of having the desired anti-personnel effects. A conceptual framework for characterizing the effectiveness of the NLWs in causing the intended human effects and the risks of unintended human effects has been developed and applied to a number of NLWs. An effective characterization requires a quantitative tool to evaluate the probability of the occurrence of the effects in the target population. To address this need, a stochastic model of individuals' interaction with a NLW and their responses was developed by LINEA Inc. for the Air Force Research Laboratory, Joint Non Lethal Weapons Human Effects Center Of Excellence.
