In this paper a generation expansion planning in restructured power systems is presented based on Modified Shuffled Frog Leaping (MSFL) for decoupling generation expansion planning from transmission expansion planning. Also for reducing complexity of the problem the benders decomposition is applied in this paper which divide the main problem in to two sub-problems as; maximize profits of each GENCO (PBGEP) and the security problem wants to satisfy security network constraints (SCGEP). Accordingly, calculate value of each GENCO's profit and total profit are considered as an optimization problem by proposed MSFL. The effectiveness of the proposed technique is applied over modified IEEE 30-bus system. The presented results demonstrate the efficiency the proposed technique.
