Over the past 25 years,demands for quality have grown dramatically.The main factor behind this growth has been failure of plant and components in service.Historically,the term quality has been associated with things like checks and inspections.Control of quality was only a simple matter of random inspection,i.e.the acceptance or rejection of finished products.It is now recognized that quality can not be inspected in;they must be managed in.must be designed,built into the product and controlled in systematic manner.

The collaborations analysed span academia, civil society and government, from the grassroots to the national and global levels.
