This paper outlines briefly the background to nuclear decommissioning in the UK with reference to the new NDA. It comments on the safeguards and difficulties of competition and the benefits of more cooperative working (Partnering) particularly to build capability and achieve continuous improvement. A safety led design process is outlined comprising Strategic Review, Concept Design, Scheme Design, Detailed Design and Implementation indicating the importance of nuclear safety. It identifies the different types of decommissioning contracts that may be required at Tier 2 and Tier 3; Civil led new build; Process led new build; D&D; Site Support and Science R&D projects. Four partnering models are described; Engineering Service/Select Contractor model (ESSC); Area Framework Contract model (AFC); Capital Solutions Provider model (CSP); Alliance Model (AM). Commentary is given on the applicability of different partnering models to the different types of contract envisaged. The conclusion is that partnering with the supply chain is highly desirable as a means of delivering nuclear decommissioning projects safely, on time and within budget and that the NDA and Tier 1 contractors should be proactive in building sustainable supply chains by identifying the contract strategy they propose to adopt and by creating in-house systems to promote and develop partnering, without creating closed shops.
