At present, Pusan is the biggest rival for Dalian in the progress of constructing northeast Asia shipping center. In order to strengthen competitive ability in the whole and contend with Pusan, this paper has analyzed internal and external environmental condition of the Bohai Sea area and proposed two kinds of cooperation strategies: The tactical cooperation and the strategic cooperation, the tactical cooperation is suitable for the cooperation between local core port and periphery minor ports; The strategic cooperation is suitable for cooperation among the local core ports; Implementary methods for two kinds of cooperation are concerned. This paper also gives explanation to cooperation with the help of game theory and implementary condition analysis for cooperation in the last part.
