The State of Environmental Management System(EMS)Development at the National Aeronautics and Space Administration(NASA)

NASA completed its EMS pilot program as required by Executive Order 131481 and starting in 2002 began agency-wide EMS implementation.Pre-implementation activities and the beginning of detailed implementation of the NASA EMS model have begun at seven NASA Centers and Headquarters.The NASA EMS model allows each Center considerable flexibility in how the EMS is implemented while requiring conformance with general agency-wide requirements.Based on planning underway since the Summer of 2002 and anticipated implementation plans over the coming year,the EMS at a detailed level will have considerable variation at the Center level.This paper will focus on how the EMS for the Center conforms with the Agency standard and meets the unique needs of the Centers.The rationale for the variations e.g.some Centers will integrate with Quality and/or Health and Safety Systems and others will not,some Centers will use the opportunity to overhaul their environmental programs and others will just formalize selected existing documents.Selected Centers are planning to seek ISO 14001 registration,others plan to enroll in EPA's Performance Track,while others either have no plans for third party verification and have yet to define how they will self declare.
