As with any industry,exploration and production operations in the oil and gas industry generates a number of waste streams,which must be responsibly and professionally,managed.The Shell Petroleum Development Company of Nigeria(SPDC)Limited,the operator of the Nigeria National Petroleum Company(NNPC),Totalfina and Agip,Joint Venture,generates a number of industrial and domestic solid wastes such as batteries,paper,clinical,glass,plastic,food amongst others.Even though there is a National Waste Management policy,its non-implementation has led to non-existence of appropriate and adequate national waste management infrastructure.This has compelled SPDC as a good Corporate Citizen and consistent with the company's HSE policy,to build and operate own waste management facilities.These facilities include Waste Recycling Depots,Medical Incinerators,Sewage Treatment Plants,Engineered Dumpsites,Food Wastes Composting facilities,Thermal Desorption Units(TDUs),Landfills and Integrated Waste Management Facilities(IWMF).These facilities are sited on land acquired by the company.Government(constitutionally)and families(traditionally)own land in Nigeria.There are often conflicting but strong stakeholders(families,government,communities,NGOs,etc)interests in the siting and operation of waste facilities.SPDC is faced with the challenge of managing these interests from land acquisition,to the construction and operations phases.These are normally resolved through structured stakeholder consultations.This paper discusses the SPDC waste management program and stakeholders consultation strategies,with the involvement of Land Administrators,Advisors,Community Liaison Officers,(CLO)Environmental Impact Assessments(EIA)officers in a rigorous stakeholder consultation process.
