Aids to Air Navigation - 100 Years of Evolution in Safety-Critical Aviation Systems

Engineering new safety-critical aviation systems requires more than a viable technology and operational concept. Consensus on requirements and standards takes National and International commitment from stakeholders, governments, and service providers. Economic viability, however, determines acceptance. Understanding the economics of engineering safety-critical aviation systems can help create reasonable expectations. This paper surveys the first 100 years of flight for the development of aids to air navigation (Navaids) and instrument flight. It may be generalized for all CNS-based ATM services.
