^7fThis paper considers a conceptual design of autonomous adaptive agent based architecture to simulate the role of the System Operator (SO) within the New Energy Trading Arrangements (NETA) of England and Wales (E&W). The applicability of this type of modelling will be discussed in the context of the present roles and functionality of the System Operator within NETA. The paper will then describe the proposed use of Fuzzy Cognitive Mapping (FCM) techniques as a basis for the inference engine of such an agent. The ability of FCM to accurately represent the beliefs and desires of the modelled actor through a structured interview process will then be described. Finally the long-term adaptability of such an approach through the utilisation of a learning mechanism such as the Hebbian Learning Rule will be briefly mentioned.
