Transposition of EU Directive 2002/49/EC in Germany

German noise legislation is well developed and offers different instruments for the reduction of noise and the protection of people against harmful effects, dangers, considerable disadvantages and considerable nuisances. Concerning planning tools there is a long experience in noise mapping and noise reduction plans in Germany. Assessment methods (including input data and propagation models) and criteria for the evaluation of the exposure have been laid down, and soft ware was prepared for the calculation of noise exposure caused by the different noise sources. Therefore Germany took an active role in the preparation of the European Environmental Noise Directive. There will be no essential problems transposing the Directive in German law considering the technical issues, but there will be considerable challenges with regard to legal and administrative issues. Responsibilities for implementing the Directive will have to be fixed including financial aspects.
