Polychlorinated dibenzo-p-dioxins and polychlorinated dibenzofuran (PCDD/F) emissions from incinerators have been a source of concern from both a regulatory and a public health standpoint because of their high toxicity. The control of the formation of dioxins and furans in the pollution control systems of certain conventional demilitarization incinerators typically has been implemented as a feed rate limit on hazardous waste and chlorine. This is due to a lack of consensus on exactly where and how these compounds arise in the control systems, and how to limit their formation. Parameters such as chlorine feedrate, potential particulate matter (PM) generation of the waste feed, types of chlorine in the feed and operating parameters can be shown to affect dioxin and furan formation in different ways. This paper looks at data from a variety of emission tests on incinerators with dry pollution control systems in order to determine the extent to which each factor affects dioxin and furan formation and the effectiveness of each factor in forecasting dioxin and furan emissions.
