Because of the increasing cooperation between enterprises, it becomes important to develop corresponding operator models for production networks. The focus of research at Chemnitz University of Technology is laid on non-hierarchical production networks. Within the scope of that work, the Extended Value Chain Management (EVCM)-concept was elaborated which also provides a sequential organization for generation and operation of such networks. One partial aspect is concerned with the question how the negotiation expenditure during the establishment of the network can be reduced. The following paper describes an approach with regard to a planned implementation. The preparation of offers within the enterprises is one major part of the process of the establishment of a network because the offers represent the basis for the selection of the network participants. It is aimed at automating the processes. In the pursued approach, instead of submitting an offer, the enterprise ascertains all the realizable possibilities of delivery. Based on the sets of offers of all the inquired enterprises, optimization heuristics forms the network. Thereby, the preferences of the final customer are correspondingly considered. This happens with regard to the fact that the final customer forms the foundation for the success of the whole production network.
