Building An ICT-Enabled Knowledge Management Environment Within A Local Authority: Golden Opportunity Or Mission Impossible?

This paper investigates the proposition that an ICT-enabled knowledge management (KM) strategy is appropriate to a local authority department. The goal of creating an organisation which fully uses and values its information and knowledge resources is common, regardless of whether in the private or public sector. However, it is well documented that the confusion between knowledge and information has resulted in many failed strategies, as managers need to realise that knowledge is embedded in people and that knowledge creation occurs in the process of social interaction.
