River Water Right Original Distribution Model among Regions in a Basin

摘要

Water right distribution among regions in river basin is a key problem when allocating water resources according to water right and water market theory. In the paper, the characteristics of river water right will be analyzed. Region water right will be put up. A model will be established in order to distribute river water right among regions. The factors, which should be considered, include water - using quantity status quo, water quantity demanded theoretically, investment contribution, water contribution, policy preference, upper reach preference, source relying degree, region weightiness. The value of index will be evaluated by taking impersonality data or extracting experts wisdom. The weight of factors will be decided by macroscopic policy and experts' consultation. In the end, an example will be given.
