The whirlpool power plant has a rotating swirl basin (1) with an inlet channel and a drain channel (3) present below the inlet plane. A passage is provided in rotating swirl basin from upper water region to under water region. A base (6) of the drain channel and a basin base (7) of the rotating swirl basin are arranged to each other with a drain opening (8) such that they form a plate diffuser. The edge (10) of the drain opening has a constant or non-constant radius or the radius is broken by a straight line.
