Meeting Munitions Management Challenges at DoD Ranges

The management of military munitions has come under increasing scrutiny by federal, state, and local regulating bodies and stakeholders. Regulations, such as the Resource Conservation and Recovery Act (RCRA), 40 Code of Federal Regulations (CFR) Subpart X governing open burn (OB)/open detonation (OD), the Military Munitions Rule (MR), and Department of Defense (DoD) implementing policies, directives, and instructions, have tremendous implications for the DoD munitions logistics system as well as military training and operations. A multitude of functional areas are impacted, including the Ammunition Supply Point (ASP), the using units, Range Control, Explosive Ordnance Disposal (EOD), and supporting environmental offices. Regulatory pressures and other concerns have prompted DoD to develop and implement management practices that not only meet the multitude of requirements but also allow successful completion of the military mission. These practices must take into consideration a multitude of issues to include explosives safety, potential impact to the environment and human health, regulatory compliance, as well as trade and security. This paper will provide an overview of the regulatory drivers, implementing practices, organizations impacted by them, and special challenges in the field. Installation level implementing efforts will be presented in a case study of one or more installations.
