'Technologies, environment and coastal planning project: a case study from the South of Italy and Minor Islands' Report B

This paper, starting from sustainability demands and from a planning model, verifies the distinctive features that a coastal project in general and, as such, the touristic port project have to possess satisfy demands like those. In the paper we not only deal with what ex-novo has become part of a coastal area, but also with what it should be done in order that a great number of coastal ambits recover their form and contents (suitable to the inner). We tried to pinpoint the importance of requalifying existing ports, instead of building some new ones, thus avoiding to weight upon coastal areas resources. In a particular way we have tried to underline which are the factors giving us the possibility to describe a coastal territory in relationship with its surrounding inland areas. This process is based on the object to implement a not strictly limited coastal requalification to the coastal land, but a requalification extended to the whole inland territories, which could revive thanks to an appropriate territorial requalification politics. We also tried to recognize where it is necessary to intervene on specific connotations of coastal project with the sole object of boosting managerial coast quality, which is stritcly linked to the project quality. In order to suggest a competitive, effective managerial coastal system we keep an eye on foreign territorial situation (Mediterranean area) too. Usability of a coastal area is evaluated on a basis of quality and quantity parameters, giving origin to some significative indicators. Indicator series sets are suggested proposed in a check-list form, taking data quality and availability into account. During this research process and data classification, we examine a series of coastal examples from the South of Italy and Minor Islands, these being regions lacking entrepreneurial and managerial aspects, with the objective to underline: distinctive features of different typologies concerning a coastal management (we related these categories with the law that concerns a way to realize them); characteristics of receptor places (will be presented a historical reading of coastal evolution system); their vocations understood like receiving function possibilities, no completly changing pre-existent conditions of equilibrium; components of single projects and their relation with the whole system; differences and characteristics of insular coastal lands; the relationship between insular and coastal lands and between islands and peninsulas. Particular care has been dedicated to technological components existing inside of them. Based on synthesis we can extrapolate indications for lines of actions for territory interventions and managerial addresses to realize a sustenible project. On the evaluation process has been given a particular attention to similar experience in foreign countries, which could represent an interesting element of comparison during the best extrapolation value process of indicators utilized in the process. Finally, we have defined a propositive hypothesis of addresses and prescriptions, service regulations to coastal intervention and portual project which give us, with suggested indicators, necessary directives to realize an integrate effective management and a competitive portual system.
