1. Rotorcraft can make significant contributions to homeland security in a wide variety of roles, missions, threats, and conditions. 2. Command & control and interoperability are major barriers to effective employment of the mix of military, government, and commercial assets. 3. Other barriers include: 3.1 Means to maintain and activate assets (including aircraft and crews) 3.2 Availability of landing sites 3.3 Availability and installation of specialized equipment 3.4 Need for databases to identify status of available assets 4. Emerging technologies can significantly increase the effectiveness of rotorcraft in this role.
