A study of application of management by policy to implement TPM practice

Since the concept of total productive management (TPM) was introduced to Taiwan in 1994, it was developed by the China Productivity Center and the Corporate Synergy Development Center, and now were over 90 factories have implemented the TPM activities. However, because the TPM activities originate in Japan, so domestic manufacturing industries cannot avoid difficulties in implementing them. Because TPM activities emphases carrying out the manufacturing process, and it is similar to management by policy (MBP), so it is integrated with management by policy and it emphasizes the process for the purpose of improving of the work quality and achieving the TPM goals. This research is to understand the steps, differences, and complementary properties between TPM and MBP. Through a case study of the Sengton Transportation Implements Co., Ltd. in Taiwan, we explore both the process of a traditional manufacturing industry implementing the TPM activities and, integration with MBP and the Plan-Do-Check-Action (P-D-C-A) management cycle, to achieve the management performance and control of overall activities. Thus, this study uses empirical investigation to analysis the data and discuss the performance and factors of TPM activities integrated with the MBP and P-D-C-A management cycle.
