INISTTTUTIONAL TRANSITION FOR CONTRACTING OUT MAINTENANCE SHANNXI CASE STUDY

摘要

A conventional in-house oriented highway agency may not gain from "contracting out maintenance" unless a wholistic institutional transition is undertaken. An international cooperated project was undertaken in. Shannxi Province, P.R.China to examine ways of transferring "in-house maintenance" to "contracting out" highway maintenance. This paper details the current operational practices in the province. The recommendations in institutional transition include reconstruction of the maintenance management mechanism, development of a fair-play culture, establishment of the proper machinery allocation policy, and downsizing of own maintenance units.
