The Emissions and Dispersion Modeling System (EDMS) was developed by the Federal Aviation Administration (FAA) in cooperation with the U.S. Air Force in the mid-1980s as a complex source microcomputer model to assess the air quality impact of proposed airport development projects. Since that time it has been the FAA preferred, and now required, model to perform the air quality analyses for aviation emission sources from airport projects. The model is designed to satisfy both the National Environmental Policy Act (NEPA) and the Clean Air Act General Conformity requirements for air quality analysis. The U.S. Navy has independently completed several conformity analyses for military aircraft operations that were based upon EPA's Compilation of Air Pollutant Emission Factors (AP-42) for military aircraft, with updates incorporating more accurate site-specific information. This paper compares and contrasts the use of the EDMS model and the Navy methodology for assessing emissions for military aircraft operations. Results from the EDMS model will be compared with calculations from a recently completed Navy conformity analysis. The paper will identify elements that are similar and elements that are different in the EDMS and the Navy methodology and discuss the rationale for each approach. Of particular interest will be the identification of any elements that result in wide variability in the results.
