Strategy used in the procurement of database software to support a national centralised database for cattle breeding purposes

To achieve a Centralised Cattle Breeding Database System three possible approaches were evaluated: build from scratch, buy and modify and outsource to another country, were evaluated. An extensive evaluation procedure for these three strategic optionswas put in place. It soon became very clear that the best option was 'Buy and Modify'. The Tris' system offered by the Dutch Cattle Breeding Company Cr-Delta was selected and is currently being implemented in Ireland.
