The renovation of a liquefaction complex, in the setting of the program of the LNG plants renovation of SONATRACH - Algeria, permitted to re-establish the installed contractual capacity (ICS) in reliable facilities and to increase their capacity, while continuing to assure the production schedule. This original operation constitutes a precede in the gas industry, that is increasing the capacity of large-scale gas facilities and making them reliable without shutting them down. To answer its long-term commitments facing the increase of the seasonal demand, SONATRACH decided in 1989 to launch a program of renovation of its four (04) complexes of liquefaction including the former CAMEL, first LNG factory commissioned in 1965 in Arzew- Algeria. The renovation has been executed in three (03) phases, audit, rehabilitation and debottlenecking, these two last having been achieved simultaneously on the concerned complexes. The first difficulty consisted in establishing the total scope after the inspection of facilities, the tests, the constitution of a data base, the interviews of the operator and the complementary appraisals; then to set up a mechanism for the choice of an optimum scenario of the scope (scope of works, budget and delays) according to criterias, of studies of simulation, the consultation of the suppliers, the recourse to the new technologies and modernization, the second difficulty was to adjust this scope to the opening of the equipments, after the units shutdowns. With this approach, some specific mechanisms have been elaborated for the assessment of the options of renovation, replacements with new material, the dynamic scheduling of the works according to the risks of production, the appraisal and the adjustment of the works after the shutdown of the units, and the control of the budgets. The procedures of project and the Contractor's tools have also been adapted for a complementarily of the Owner with the Contractor all along the execution of the renovation from the audit until the tests, for the conformity between execution quality assurance and the liabilities and controls of the modifications following the imperatives of security and performances. The objective of this presentation is to give some teachings on the questions that are were raised and the choices made for <1> the conduct of the renovation in two (02) phases (audit and renovation), <2> the organization set up by SONATRACH, <3> the actual facilities audit, <4> the process to stop the scope (scope of works, budget and delays), <5> the setting up of the action plan and finally, <6> the experience drawn from this program that is still at the stage of the balance and analysis (presently, to go). The goal of this expose is to answer to certain questions of committed operators on long term contracts for the choice and the conduct of the industrial complex renovation, in order to avoid the drifts and the delays and therefore, to master the budgets.
