On the base of the analysis the relationship between mining resource and industrial structural, we discussed the factor that affect ISA, the difficulties the adjusting faced, and put forward the train thoughts of it. Therefore, mining industrial structure should be adjusted in diverse direction, at the same time, the government should take part in planning and guide.
