Access to information is a basic human right; it is universal and therefore applicable to all, regardless of gender, race, class or culture. However, it is also a fact that corollary to this, is the role of public authorities in overseeing that nobody is left out in the dark in the battle for informaiton, or should be denied with any information to enable him to improve his living conditions.
