Often green and sustainable remediation (GSR) best management practices (BMP) and metrics share a commonality with remedial process optimization (RPO) practices and procedures. GSR quantification is often an indicator of successful RPO applications that resulted in reducing the project footprint and impact. RPO initiatives have been developed and implemented by various Department of Defense (DoD) organizations. One of the earliest efforts was the Air Force Center for Environment and Engineering (AFCEE) RPO Guidance in 2001. Similar guidance and optimization programs were developed by the Army with their Remedial System Evaluation and the Navy with Adaptive Site Management. The Interstate Technology and Regulatory Council (ITRC) and United States Environmental Protection Agency were also instrumental in developing RPO guidance and evaluation criteria. These early efforts were focused on the finding ways to reduce the cost and life cycle of groundwater pump and treat systems. In 2004 ITRC and AFCEE published guidance documents that expanded RPO to a more comprehensive start to finish performance based management (PBM) approach to site remediation (PBM).
