Control and Learning in Safety Management

摘要

Safety Management is normally described and implemented as Risk Control. This paper argues for Total Safety Management, where Safety Learning is used as a complement of Risk Control. The arguments comes from empirical shown gaps in Risk Control. The Safety Learning concept is developed by drawing parallels to other managerial fields and by using developments in systems theory. Safety Learning focuses on a collective awareness of the importance of good work environment, and in concern for the co-worker. It is based on participation of most people in entering work-environment information into collective discussion, in turn leading to common interpretations of problems, and authority to act in line with any such common interpretations.
